Francis S. Hallinan is the Administrative Partner of Phelan Hallinan & Schmieg, LLP. He oversees the day-to-day operations of both offices, and is the “behind the scenes” manager who ensures that the job gets done. Mr. Hallinan received his B.A. from Dickinson College in 1988 and his J.D. from Capital University Law School in 1991. His civic accomplishments include receiving the Judicare Recognition Award and formerly serving as President of the Serra Catholic Club of Philadelphia.
